MONTREAL — Élections Québec knew it would not be allowed to send voter information in English over a year before the election campaign, The Canadian Press has learned.

It began with a complaint to police the day after the 2023 Democratic mayoral primary in the city of Bridgeport. Incumbent Mayor Joseph Ganim won by a margin of 251 votes over challenger John Gomes.
